Peer feedback is valuable because on it depends how a group of managers work together, that's true. But it can never replace Staff feedback, and here are some ways in which it can be distorted:
  1. rivalry, jealousy between Peers
  2. lack of awareness of what goes on in a Peer's area
  3. lack of interest.
And if any of this is true then first class facilitation of the Peer group is a way to greatly increase their performance.
